This is from an e-mail that Mark forwarded to me (there was no article

The attached Article outlines more changes in the Official Forms and
Rules that will become effective on October 1 and December 1. For
example, under the proposed change the debtor need only file a 
Certificate that the Credit Counseling has been completed with the
petition.  The debtor will then have 15 days to file the actual
certificate.  Another form is one to be used for a Corrected Statement
of the debtor's SS number.  The new Exhibit for this purpose will be 
Exhibit D.  Among the proposed changes new Form B22C will require all
Chapter 13 debtors to complete Part III of the form.
